ポテトフライ [Poteto Furai] or フライドポテト [Furaido Poteto]
As you can guess from the wording, it's called "potato fry" or "fried potato" in Japanese. Some people may simply say ポテト [poteto] but ポテトフライ and フライドポテト is probably the most common way.
Japanese people are aware of "fish n chips" so they may be able to guess what you're talking about, but 9 times out of 10, they'll probably assume you're talking about the snack (Lays, Pringles, etc...) if you ever mention "chips". French fry isn't common either so let's stick with saying fried potatoes if anything.
Writer's note: THIS IS IMPORTANT. If you order fries or chips in a Japanese restaurant, make sure you ask for ketchup because I've had too many experiences where the waiter would not bring me any sauce to go with the fries/chips. I guess they eat it without any sauce in Japan? I don't know. But make sure you ask.
